Sulton Rahimzoda – Chairman of the Executive Committee of the International Fund for Saving Aral Sea (EC IFAS)
Mr. Sulton Rahimzoda started his career of hydraulic engineer at Nurek HPP with the tallest earth-fill dam in the world, where he worked on dam safety protocols, management of reservoir and investigation of sedimentation processes. In 2003 Mr. Rahimzoda changed his career to join the EC IFAS, an international organization supported by the Central Asian Governments. Later in 2005 he was appointed a Chairman of the EC IFAS and led the high-level dialogue on transboundary water resources and environmental management in the Aral Sea basin.
Since then Mr. Rahimzoda held several prominent positions in the Government of Tajikistan, including the position of the Head of Environment and Emergency Situation Department at the President Executive Office, the First Deputy Minister of Land Reclamation and Water Resources in 2010-2013, and the First Deputy Minister of Energy and Water Resources in 2013-2019, at the same time representing Tajikistan as a member of the Interstate Commission for Water Coordination of the Central Asia.
From September 2019 to mid-2020, he served as the Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Republic of India. In September 2020 Mr. Rahimzoda was once again appointed a Chairman of the EC IFAS representing the President of Tajikistan as a President of IFAS.
Mr. Rahimzoda is widely recognized as a reformer who initiated a process of water sector transformation in Tajikistan in 2016 by advocating and lobbying for development and approval of a number of strategic policy and legislative documents: Water Sector Reform Programme (2016-2025), Tajikistan‘s National Water Strategy 2030, the Law on Drinking Water and Sanitation, the new edition of the Water Code and others.
Mr. Rahimzoda is also an esteemed water diplomat actively promoting and advocating water issues at global level. He was a member of the International Steering Committee of the 1st Asia-Pacific Water Summit held in Beppu, Japan (2007), served as a Special Envoy to the President of the Republic of Tajikistan to the High-Level Panel on Water during 2016-2018 and has been recently appointed as a Special Envoy of the President of the Republic of Tajikistan to the Water and Climate Coalition Leaders. Mr. Rahimzoda also served as a co-chair of the International Steering Committee of the High Level International Conference on Water Cooperation (Dushanbe, 2013), the High Level International Conference on Implementation of the International Decade for Action „Water for Life“, 2005-2015 (Dushanbe, 2015) and, the High Level International Conference on Implementation of the International Decade for Action „Water for Sustainable Development“, 2008-2018 (Dushanbe, 2018).
Since January 2021, Mr. Rahimzoda has been assigned as a Co-Chair of the International Advisory Committee of the Dushanbe Water Process tasked to facilitate preparation of the Dushanbe Process (biennial Conferences under the framework of the International Decade for Action „Water for Sustainable Development“, 2018-2028). Mr. Rahimzoda is also on behalf of Tajikistan leading the preparatory process for the UN 2023 Water Conference, which will be held in March 2023 in New York, co-chaired by the Republic of Tajikistan and the Kingdom of the Netherlands. In all these roles, Mr. Rahimzoda was able to champion a comprehensive, inclusive and collaborative dialogue on developing and managing water resources, and improving water and sanitation related services.
Mr. Rahimzoda authored a number of publications on different aspects of water resources management in Tajikistan and Central Asia.
