Fifth meeting of the Working Group on improving the organizational structure and legal framework of IFAS

In 2020, the chairmanship of the International Fund for Saving the Aral Sea (IFAS) passed to the country of Tajikistan and the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, respected Emomali Rahmon, was elected as the president President of IFAS.

One of the most important tasks within the framework of the Chairmanship of Tajikistan in IFAS, including the improvement of the organizational structure and legal framework of IFAS, the purpose of which is to create an effective and sustainable institutional mechanism capable of responding to new challenges and solving existing environmental and socio-economic problems and issues of integrated use and protection of water resources in the region. For this task of implementing the periodic chairmanship of Tajikistan in IFAS in 2021, the work of the working group on improving the organizational structure and legal framework of IFAS was resumed and a schedule of its work for 2021-2022 was prepared.

On 18 of October 2021, in Dushanbe, with the financial support of the World Bank, the 5th meeting of the Working Group on improving the organizational structure and legal framework of IFAS was held. The meeting was attended by members of the Working Group from the Republic of Kazakhstan, the Kyrgyz Republic of Tajikistan, the Republic of Uzbekistan, representatives of the Executive Committee of IFAS and its branches, structural divisions of ICWC and ICSD, as well as the World Bank. This is the second problematic during the period of the graphical interface of Tajikistan in IFAS. Within the framework of the Fifth meeting, the members of the Working Group were presented with a draft Discussion document developed by the International Consultants of the World Bank during the chairmanship of Tajikistan, which contains systematized proposals and recommendations on the 1st stage of improving the organizational structure and legal framework of IFAS, as well as an analysis of institutional and functional problems of IFAS and its divisions, which is a contribution to the 2nd stage of improving the organizational structure and legal framework of IFAS. During the 5th meeting, the members of the Working Group discussed systematized proposals and recommendations for the 1st and 2nd stages of improving the organizational structure and legal framework of IFAS.
